Python Exception Handling code is not working

I’m working on a project and it has a lot of python code. Everything was working fine until I have inserted a exception handler to avoid some problems, like null pointer access, division by zero etc. In my project I have several exception and the scenario is a bit complicated so I tried to avoid writing the whole try/catch block or a catch-all for all possible exceptions. So I’m handling it like the following.
In my program I use a few exceptions such as
if an exception is raised:
raise exc_class(exc_msg, exc_hndl)
print “error”

The exception handler looks like this:
def exc_hndl(exc_class, exc_msg, exc_hndl):
if exc_class == UnicodeEncodeError:
print “error code 1”
exc_msg = “can’t handle UnicodeDecodeError”
elif exc_class == UnicodeDecodeError:
print “error code 1”
exc_msg = “can’t handle UnicodeDecodeError”
elif exc_class == IndexError:
print “error code 2”
exc_msg = “error”
elif exc_class == NameError:
print “error code 2”
exc_msg = “error”
elif exc_class == TypeError:
print “error code 3”
exc_msg = “error”
print “error code 1”
exc_msg = “error”
exc_hndl = exc_class(exc_msg, exc_hndl)

Now the problem is my code is working well when nothing happens. But if there is a wrong access such as trying to access a null pointer, the rest of the program is not working, although the try and except block is working

What’s New In?

As college-bound students prepare to lose a full year of federal financial aid, they’re also preparing to lose their dorm rooms, which will leave them with a $11,000 price tag to pay.

Young people are more burdened by the trend toward private colleges and away from state schools, said Matt Daniel, senior vice president for higher education services at the Urban Institute.

“People are finding out this isn’t true, but it’s easier to pay for college at a less competitive school,” Daniel said. “It’s a real issue for students.”

The federal government was once committed to providing college loans without regard to ability to repay. In 1980, the Education Department guaranteed the first $9,600 in student loans for each college graduate.

Today, loans are still provided without regard to ability to repay, and that policy has made college even more expensive, Daniel said.

The average annual cost of a four-year private college has increased by 7.5 percent since 2000, according to the College Board. But the growth has been nowhere near as steep in public colleges, which have remained roughly the same during the same period, the board found.

Many college freshmen and sophomores say they are reluctant to take out loans because they have not calculated the total cost of attendance, according to a survey released this month by the United States Association of Collegiate Registrars and Admissions Officers.

“I would love to tell you that we haven’t seen enrollment go down because of the economic uncertainty,” Daniel said. “But enrollment is still going up, and the average price of attendance is going up, too.”

There are other concerns about rising costs that college officials are considering, including the “value proposition” of a degree, he said.

“We’re not sure that we’re offering enough value to students,” Daniel said. “Are they getting jobs that they can pay for that after-school job?”

Private colleges — as well as most state schools — are more likely to offer majors that pay well and are in demand, he said.

More prospective students are expressing concern about the rising cost of higher education, according to The Clery Center for Security on Campus, a research and consulting firm based in Washington.

“There is a sense of crisis that seems to be a bigger part of the national mood,” said Courtney Leonard, associate director of The Clery Center. “People are saying, ‘How do I pay for this?’
